Terms:

If you wish to appeal against a Parking Charge Notice issued by us, you must do so within 21 days of the date of issue (not contravention), or within the time period stipulated on the notice/document you have received. You can only appeal a PCN once.

You should appeal using the online form via the Appeals form via the link on this page, which will automatically put your appeal on hold, preventing further action. Our response will be sent to you by return email to the email address provided within your appeal, however, we cannot guarantee that such modes of communication are secure.

Only Appeals submitted using the form online will put your appeal on hold, all other means of appealing are not linked directly to the PCN and as such risk proceeding in the meantime.

We will accept appeals by email to appeals@parkingenforcementagency.org, however, appeals received via email do not automatically put your appeal on hold, and your opportunity to pay the reduced amount may pass by without your appeal being processed, so you are advised to appeal using the form provided online.

Any appeals by post must detail the reason for the appeal, including your full name, a serviceable address, your contact email, the vehicle registration mark and the Parking Charge Notice number. We endeavour to respond to all Postal Appeals within 28 days although this is not always possible during busy times. If you do not give an email address, or clear details of how we can contact you back, we may not respond as it is not always possible. It is always best to appeal online, for expedient processing of your appeal.

Once an appeal has been received, the case will be placed on hold until your case has been considered. If you have supplied an e-mail address, you will normally be notified as to the outcome of your appeal by e-mail. Therefore, please ensure that your e-mail address is correct/serviceable.

We aim to respond in writing or by email (if provided) within 28 days of receiving your appeal. You will also have a further 14 days from the date of our response to pay the discounted rate, provided that you have appealed within the first 14 days of receiving the Parking Charge.

If your appeal is rejected, and you disagree with the outcome of the appeal, then you will be eligible to use the Independent Appeals Service, IAS – theias.org. Details of how to do this will be made available at the appropriate time during your appeal. If you appeal to the IAS you will lose the right to pay the discounted amount due to the administration costs of responding to your appeal via the IAS.

APPEALS CANNOT BE CONSIDERED OVER THE TELEPHONE. YOU CANNOT APPEAL A PAID PCN.

IF YOUR APPEAL IS SENT IN WRITING TO THE ADDRESS PROVIDED ON THE PARKING CHARGE YOUR APPEAL WILL TAKE CONSIDERABLY LONGER AND WILL NOT AUTOMATICALLY BE PUT ON HOLD.

Please check your Junk E-mail folder in case a response to your appeal has been delivered there instead of your Inbox. We advise that you add appeals@parkingenforcementagency.org to your safe senders list to ensure delivery. We will not be held responsible for emails missed by appellants when they go to junk mail folders, if you do not hear from us within 10-12 days after your appeal, you should contact us to enquire about the status of your appeal. DO NOT ASSUME THAT YOUR APPEAL WAS SUCCESSFUL IF YOU DO NOT HEAR FROM US.

All appeals entered by the online form are logged as received Monday – Friday between 9am – 5:30pm (excluding Bank Holidays) and reply timescales relate to these timings. All postal email reply timescales start from when the appeal is opened & logged onto our system. All fields marked with an * are required to be completed.

If you wish to transfer the liability for this Parking Charge, please do so via the Transfer Liability form on this website instead of submitting an appeal.

Please Note: You can only appeal one Parking Charge Notice at a time. To appeal more than one, please submit another form once the first one is completed. You can only appeal each PCN once.
